Global development challenges and the defence of global public goods, such as health, the environment, and financial stability, require far greater resource mobilisation—both financial and non-financial, public and private—than is currently provided by Official Development Assistance (ODA). In addition to its sustained increase in absolute terms, ODA has undergone significant changes in its geographic and sectoral distribution. More funds are now being directed towards humanitarian aid and refugee costs, often at the expense of basic social needs. Additionally, a growing proportion of funds is allocated to conflict-affected countries (such as Ukraine), while support for Sub-Saharan Africa has stagnated.

Part of the solution to the limitations of ODA might lie in the Total Official Support for Sustainable Development (TOSSD). However, this metric also faces challenges related to governance, technical consistency, and alignment with development goals.

In this context, the United Nations Fourth International Conference on Financing for Development will held in Seville in 2025. Similar to the Spanish Law for Sustainable Development Cooperation and Global Solidarity, passed in 2023 with over 90% support in Congress, this conference acknowledges, this Conference recognises the need for all actors to be involved in the mobilization of additional resources for global development.
