After years of growing tension in the Korean Peninsula, this trend has reversed in 2018 as the concerned governments have shown a stronger determination to explore a diplomatic solution to their security concerns. These diplomatic efforts have already led to several high-level meetings among the involved parties whose more substantial outcomes are the Declaration of Panmunjom and the joint statement signed by the leaders of the DPRK and the US after the Singapore Summit. The Elcano Royal Institute is organising its first Forum on Global Terrorism (Foro Elcano sobre Terrorismo Global, or FETG), taking over from the outstanding work carried out in its previous eleven editions by the Permanent Seminar on Terrorism Studies (Seminario Permanente de Estudios sobre Terrorismo, or SPET), sponsored by the Fundación Ortega-Marañón.

In its 2nd edition, the Elcano Forum reviewed the recent transformations undergone by global terrorism and analyse both the threat these changes pose for the various countries in the Maghreb-Sahel region and in Europe, given their renewed capacity for mobilisation, and the strategies, policies and measures adopted to counter it –to be covered in the panels programmed for the second session–.
